Im a lvl 70 f2p user and my BP is 180,000. Is that good or bad.
and also if its bad how can i get better without topping up.

It's not too bad
your bp growth sometime differs with the formation you're using

Bp doesn't matter its your formation you have to focus on.... your formation is what makes you win

180k bp, level 70, f2p,  probably average
as for getting stronger without topping up...  upgrade your stuff,  level up your equipment, accessories, hogus, stones, Soul Cultivation, stones, ect, ect, ect...   Never miss Ryoka or Evil Spirit (the other 2 can eat shit if your not interested in them) get better partners....

but TBH, the first step to asking for help in this kind of thing is understanding the BP doesn't mean a whole lot in general...  my BP is 1.93M at level 111 (post reincarnation) and i can beat people with 3m BP if they aren't T1...  and if i pull my shinso from formation, i get crushed by people with 1M BP, If i pull everyone else from formation except him and B Rukia, i still wreck shop...  BP is something, but it's not a lot

the second step is showing a few pics of who you have, preferably the stats on them, what is your reiatsu, who are your people, and do you have a plan of what strategy you want your team to use?  As a F2P, you will need to use strategy as VIPs will crush you with brute force.  Of course, focusing on PVE will help you get more stones, souls, silver, ect, which is a much bigger help than focusing on PVP, especially for a F2P.

Zabimaru as Zanpacto
No vanguard
Assaulters: HMA Grimjaw (can upgrade to Pan Grim with a $5 top up), Kensei, Main
Supports: Rukia, Honor Shop Grimjaw/support with highest damage % (replaced by Cute Orihime ASAP from Soul Cultivation)

this party will probably suck bad in PVP, but like i said, you will grow faster with better performance in events, if you can't make events for some reason and want to focus on PVP, your party should be closer to this...

Kazeshini as zanpacto
Vanguard: Sado
Asssaulter: Main, HMA Grim (again, with $5 top up you can upgrade him to final form)  replace Grim ASAP with Yama from soul cultivation
Support: Yourichi, Momo

If you want to focus on both, it will be tough early game, but at level 70, try this...
Zanpacto: Kazeshini (you can put in Zabimaru for events as his damage and buffs ARE better for them)
Vanguard: Sado (pulled out for Tavern Renji for events)
Assaulters: Main, HMA Grim (PVE and PVP), Renji Abari (from Tavern, for PVE only)
Supports: Rukia, Yourichi

yes, Sajin IS better than Sado, but Yourichi is priceless in PVP as supports become a huge pest very quick.  as F2P, Yama (only for PVP) and Cute Orihime (good at both PVP and PVE) from Soul Cultivation are very important to have as they are basically the best of the best partners you can get

****important note****  
Spend as little silver in level 70 tavern as you can, it gives terrible pay out...  level 80 tavern gives double the gold reishi for your silver
