Would it be better to get oetsu in discount? And refresh till hes cheaper, or wait and get him in a later event?

get him from anniversary feast. hes a bit more expensive, but you can get stones aswell.
in discount you can get him for min 10600 (you have to use gold to get on 50% discount) and its not guaranteed to lower the price

On a new server, if I had 18000 gold, would yhis be a viable team? Oetsu kenji- mc zabi renji - and toshiro vang. And sogyo zanpakuto

Well, the toshiro VG is not very good as far as scaling into late game, but I got an oetsu at the Christmas events and have only worked on him since then and hes up to 1.3m bp. If you want him to be the basis of your team, I would get a muramasa and stack all of your wisdom and speed into oetsu.

Zan: Hyorinmaru PVP   Sogyo PVE
vang: build till you can get Noza at level 120
Assaulter:  B Renji, Zabimaru Renji
Support:  Hikifune, Tenjiro

assuming the 18k gold includes a 50% rebate

top up the 12k gold durring ultra hero for a free B Renji
Tenjiro is a no-brainer when you spend for shini welfare
Zabi Renji should be free with super rebate and isn't terrible for PVE for sure

for Hyorin and Sogyo, top up 2800 gold (each) during future ultra hero events to get free
spend 12k of the gold on Hikifune in anniversary to get the stones Rythan was talking about

I say Hiki > Oetsu for her invurln...  a tanky vang will for sure be made more tanky with her back there, and she will help your PVE more than the other zero division partners with her other buffs

make sure to hit your top ups durring reio guardian...  cheap fury stones are the dream bro...  the dream

Yo man I agree with u on the rest of the stuff but rather than getting back renji then the 2 zan wouldn't it be better to get koga nd hyorimaru since u cn get the sogyo from the legend gallery. I feel koga overall is a better hero

My suggestion get hiki instead, coz any ways you have one char with invincibility ignore mod. getting hiki at earlier stages will boost your dmg for pve and can win against chars with death mods.
Oetsu is easy kill with a red tavern byakuya or b renji with that death mods. So think before putting all into oetsu.
