getting tavern partners who can get many mod fragments (harribel gets 26 per day and urahara 22 so they are best for this purpose but I think most of lvl70 tavern partners get 13 per day so they are also good for it) and using inherit on them, the most economically would be like kannebankai said inherit them once they are full moded but you can actually do it earlier although it will be more expensive that way. Just keep in mind that you can only inherit gold partners with 3 stars at least

To add to what Miken said, they have to be naturally gold or red to do inherit.  A purple tavern partner that was advanced to gold is still unable to do inherit even when they become gold.

If your talking about stars then get Tia + Kisuke, mod em and inherit for 50 gold.

yup, you can inherit only by using gold
