Question about block rate.

Most of the vgs' skill increases block rate like 35% or 75% increase. My question is- does the total block rate after adding from skill effect surpasses 90% cap? For example Sado has 70% base block rate and then used skill and gained a 35% block rate increase. Now what will be the total block rate (70+35)%=105% or it will be stuck at 90%.

u can make it to 100%

Haven't seen anyone having a block rate like that..
But i think yes..

is the reflected block damage really depends on enemy's defense?

reflected damage is equal to normal attack damage.
