It depends on their p atk or s atk and the damage rate of their skill.  My Delicate Yachiru has around 312% damage rate(highest on my partners) when using my best gear, but she doesn't hit as hard as Yhwach or Muken Aizen since their skill has a higher damage rate than hers and their p atk is so much higher.

o ok so pointless to get someone with a 200% skill to about 300-316% damage rate
