Do chests get better if you hold on to them longer?

Example:
lvl 1=1 low lvl item
lvl 100=1 lvl 100 item

Yes, chests that give materials depend on the level you have, so if you are about to reach the next x10 level (50, 70, 80, ...), save the chests for after you level up. But once you reach the level it's too late to get the old stuff for previous gear, make sure your sets are complete.
