HOGU OR STONE?

My question is simple.  Which is better?  2 tier 9 hogus or 2 level 10 agility stones?  I ask because I'm going to get a zampaktou, and I don't know if I'd benefit more getting the 2 tier 9 hogus for 2 of my partners, kisuke and another partner or get 2 level 10 agility stones.  Which would be better?
I can't get both because I need only 8000 points and if I get tier9 hogu and level 10 agility stone id have like 10400 points, 2400 points that I don't really need, plus I can only spend max 8400 gold.  

As a sidenote I got 210 talismans to upgrade the hogus, don't know how far that will take me.

Hogus, you can get the stones at some point.

I will go with stones, cuz their value never change. Hogu on the other hand will drop in price when the new one come out. Correct me if I am wrong.

Stones I can get eventually, will take some time, but I can get them eventually in due time, be it with SA or ryoka, eventually, I'd have level 10s, at least 1, but that would take a lot of time.

As for hogu, I can't think of any way to get tier 9 hogu.  I think and think and only one thing comes up to mind, paying gold for them in other events.  I see people with tier 9 hogus and their insane amount of stats, like for agility.  some got 20k, others 25k.  

NOt sure how much level 10 stone would give me, so I'm really not sure here.

I would too if I had some decent level hogu.  My highest hogu is rydoji, I got no tier6 hogu nor above, so I'm lacking on that part.  

That's why I'm been held back here, because I got no decent hogu. But the level 10 stone is appealing too, so it's a tough choice for me.

do you have any level 10 agi stones? If you do, swap it on the same character or the fastest character, it will show you what's the boost in speed. But there's a 6% increase from lvl 9 to lvl 10. Like for my fastest character, if equip with lvl 9 it gives 12519 agi, which is 15661 in speed; if equip with lvl 10, it gives 15907 agi, which is 19883 in speed.

Then you should get at leasrt some lvl7 hogu first to get some decent speed and power.
