Hikifune gives 50% ATK to assaulters and supports, Shy Nemu 50% DMG to assaulters.

Well C.Ori gives 14% DMG and 30% block to assaulters and vanguard for 2 rounds, and Shy Nemu has an aura of 30% DMG to assaulter and 20% DMG buff to assaulters for 1 round, that's quick say, Shy Nemu is better than C.Ori (unless you lack some blocks when running 2-3-0).

Alternatively, if you gonna use her as a buffer, don't pick, there are better (such as Noble Isane), she is good in PvE/PvP, but not in pure PvE.

im still of the mind that ori is better in pvp and runing a 2-3-0 in pvp and pve. as her block bonus goes over the cap. and hell put mayuri/mugestu with shin isshin as your 2-3-0 and you have blocks and combos for days. nemu would only be good if you didnt run and comp that worked better with ori

Problem with C.Ori is that to make her usable in PvP she must skill and she is slow (no SPD mod, low AGI base...), if you keep her it's to make a defensive team... Shy Nemu on other hand, is here to make an offensive team by messing with supporters and assaulters of the opposite team to give time for your assaulters (if they aren't speedy) then they go nuke.

You can put C.Ori and Shy Nemu together in both PvE and PvP but Shy Nemu must be slower than C.Ori if you don't want to lose 6% DMG from the buff.

You mean with his 7th mod ? That's not a simple buff, but more like an inner buff or aura, and yes you can stack a buff with an inner buff.

muken gets 20% boost in DMG rate from his skill and nemu gives 20% boost to assaulters from her skill. Iam asking whether they stack

Muken gets avoid injury buff with skill, not damage rate.  The icon is the same for both though.  Nemu's only lasts 1 round from skill, but has a damage rate aura/halo too.
