Short story: a city discovered the atomic bomb technology all the other cities praised them and asked them to put on the test in a desert or the ocean, they refused and objected that since it is their city who did the discovery it should be teste in the city itself

Reminds me of the time when there was this one city that found the remains of a zombie, and the other cities asked them to burn it but they claimed, "No. Since it was found by this city, we should be the first to try it out on our own citizens." And so the zombie apocalypse began.
