can u tell me more about his second mod? i know its 99% chance for 50% attack and damage boost.. but is it not working or buggy or something?

It's working. Part of the complaint is that he has to attack once before even getting this buff.

Lol... Never have hopes for such bonuses in pvp lol... They are fir pve purposes considering how pvp  matches end in 1 shot tdy

It's been reported, but it's not clear what the cause is when it can't be reproduced on test server.

Its already under checking from them but there isn't much hope when they can't fix those problems
with uryu and hvi , that's why they can just change it to dot and the problem is solved , they did buff them so its fine . From 200%  to  400%  its quite a buff on uryu .

still not sure but i think kokuto 3rd modify is fking the speed buff
