This is wrong, I didn't check the stats in game tho :

------- Talent - Mod - Bond
BWB  - 35% - 35% - 10%
Tsuki - 30% - 30% - 15%(?)

So BWB still wins the speed contest, and don't forget (or I gotta bring the whip again !) that the Agility and Speed are different, the AGI gives way more speed than the Speed, you cannot put both of them in the same basket.
The Speed multiplier mostly from the bond and mod just increases the FINAL speed.
The Agility multiplies the base (to make AGI1 then this is multiplied again by the stones to make AGI2... or I am wrong), anyway the primary parameters (AGI/STR/WIS/STA) are much stronger than the simple stats (SPD/HP/ATK/DEF).
If you put them in the same basket, 75% speed for Tsuki and 80% BWB, yeah just 5% speed, but in reality it's more than just 5% because of the agility.
