She is meant to be weaker than Ginjo and Tsukishit. If you make her strong, it will throw the game off balance again. Just because she is a new partner doesnt mean she has to be super strong. :/
Not to mentioned her exclusive is not bad, and her mods are quite good too, also she has great speed... so she is not as bad as you guys think.

Also, she doesn't have to be stronger. She just has to have proper utility. I'm not seeing much use for this one overall except maybe to protect Askin long enough from HVI to kill the enemy. If she were really committing to a defensive stance such as healing, she should add some kind of defensive mod for the team.
