BWB is still faster yo, FBI's bonds are unknown but if it is going to give 10% then he is still slower, if 15% then he is faster.
I counted only the initial speed and that's without his +20% SPD buff after his attack, he needs to do so to be faster than BWB, that mod barely means to make him faster it's for the assaulters and slower supports, that's like comparing your team with the zanpakuto Kyoka and Tensa, the initial speed is important to know, not the speed with the buff.

FBI is faster, no doubt, even if the bond of FBI is unknown, the fact that BWBs with speed bond are rare. Also, skill of FBI 99% of cases will work against supps, I can say is a counter to BwB, and practically the EX does a Noble+100% reflect+Some good all around dmg. + Buff for hp VG, decent all around support, idk if he can't outperform BwB and in this meta, ofc, he dies first round, but I think he gets too much hate, is a decent partner.

Yes and no, even without his 10% speed bond he is faster, don't underestimate the extra 5% AGI it gives waaaaaaay more than you think, it's not simply 5% speed as stated in a certain speedsheet.

I do remember FBI is around the same league as BWB, actually a bit too much, I didn't overlook but I heard that if you put FBI and BWB in formation, they will fuck their buffs up each other, so you go with one of those partners, not two, unless you know how to manipulate their timings.
BWB grants 40% speed to assaulters with his skill but put a 50% ATK buff on the assaulters after his attack.
FBI grants 70% ATK to assaulters with his EX skill but put a 20% speed buff on everyone after his attack.
