Kyoraku is not useless . He is an offensive support with high damage , comparing him to the other supports, that excels vs full offensive teams . The pattern is the same as hallibel's use (full speed) and kinda same effects excepts he can't stun . If the enemy does not use rukia or kisuke , or use fury stones he can delay the assaulter/vanguard skill for 1 turn . Hallibel is better on that matter of controling , since the enemy must have a good fury regenarating combo , something that most people dont use on their pvp teams , plus she can stun . On the other hand kyoraku is faster and deals a LOT for a support , most of the times this extra damage can help u get a big lead at turn 2 (killing 1 of the enemies assaulters if u are kido main). So lets sum it up , kyoraku->a LOT damage, faster than anyone in his level , can give u a quick lead , medium chance of delaying enemy's damage and the other rival of his position , hallibel, is better at controlling only . Lastly, it depends on your play style , hallibel is the safer option but kyoraku can work prety well taking into account the current strategy trends .
