Which one should I take, Urahara or Hirako

Hi, my level is 99, I should be 100 by tomorrow.. and I was thinking of changing hirako to urahara.. I didn't do that earlier because I didn't have an extra kido weapon.. but at lvl100 I do have extra.. and my gear is not pimped yet so I can start pimping it a bit tomorrow after you tell me which partner to keep for 100+.

my formation now is 1-3-1 zanktpo is Zangetsu

Would it be better if I switch Shinji Hirako(S+) to Shinigami Urahara(SS) for PvP?
so my formation will be 1-2-2 and urahara stats is higher
What do you think?
