Well unless cute orihime appears on ubp then that might be the only way I could get her, cause i have neither.  When you say buy stones, you mean from star wishes right?  Yesterday, if I had spent 800 gold I would have gotten level 9 stones, but instead I spent only 100 gold and got level 8 stones instead.  

I feared somebody would have topped up and beat me 3rd place so I went safe and chose to spend only 100 gold for lvl 8 stones instead of 800 gold for lvl 9 stones.

The Chinese servers did have her on UBP so it's definitely possible.. Star wishes ranking reward works but I was talking about buying stones from the Shop itself, preferably during Visored Revenge.

if so, then that will definitely take you a very long time to wait

I'm almost sure they will use every partner aside from the real expensive ones until they rotate

I kinda did that before already.  During visored revenge I spent like 5000 coupons only on stones so I got level 6 stones from visored revenge, and yes you're right,  My strength greatly increased by that.

One more thing though, since nobody wants to spend vitality this ubp, I was thinking if I should spend it to get the ultimate ice title.  I have 6000 vit plus 100 free beauty game tries thats 7000 vit total.  Think I should go for the ultimate ice title?  Or continue saving vitality for somebody better.

Don't bother the title only lasts 30 days whereas a partner lasts forever. Unless the #1 in the ranking has like a 1000 crystals I guess you can go for it last minute.
