He is pretty smart to do it like this.. The reason is simple.. Dark rukia is slow.. she has low base stats and low grows..and no speed talent.. For him to beat guys with much higher lvl he needs to be really fast + have the power to dmg them...The easiest way is to just put highest lvl stones you have on white ichigo and give him T1.. he has grows around 4.5 and very high base stats + 45% speed talent (here it will  probably be a bit  less like with other partners compared to CN but it will still be over 30% I would say). He probably have dark rukia for pve and in pvp team she is mostly just for show.
If I had that kind of money I would do it the same way... except if I had shinso gin as well, in that case I would probably make him go first.

Not smart at all actually. He'd hamper his assaulters incredibly if DRukia went first to give the rest fury for T1.

DRukia isn't as great as the other partners mentioned since her growth is so terrible. On top of that, Senbonzakura is being used, who provides no boost for support. That whole team he has now should cost  no more than $7000 for one was really smart with their purchases.

for hence why he said d.rukia has no speed -fp- read before and understand bro and he probably didnt get anyone else or a diff zpk cause these was only partners that were in events at his time u never know the possibility are endless
