Why doesn't Isshins skill work for cultivating dojo?

Shin toshiro s skill dont work sometimes in dojo

In hollow soul map and modify dojos partner skills usually dont work. My shin yoruichi does not dodge everything either and that is a pain because she is supposed to dodge everything.
IDK if its a bug or if devs made it that way as an attempt to slow us down from abusing them for harder content.

mmm Should go for a stunning/keep your vg alive team
(think that'll be the best.. since once the Sp's activate their skill.. you won't be doing any dmg anyway)

his skill doesn't raise his BP...Bisu just has lvl 12/11/10 stones for everything

the nerf has nothing to do with the BP
