The stun barely ever works on me, updated accessory and partner level is all that's needed.

well braha he can nullify effect by getting better accessories which will give more control chance than your immune even ( so your accessories have 24% immune for example , he can get another ultimate accessories set with +30% stun chance cz accessories are divided into 4 additional stats categories : + immune to stun ,+stun chance ( same rate as immune ) , reduce fury deduction , increase fury deduction ( same rate as increase ) . so he can easily nullify the effect of immune you have by increasing the chance of stun by better accessories .
even without them you're still the best ;)

Yes it equals out / gives a small advantage.
But the stun on (most) expensive or endgame partners is still low.
