yeah i know, they've done that plenty of times on different events with different dummy chars. especially OMG, God and i think one was called Kon aswell

Its not that uncommon for games to do this. Im pretty new to bleach online but have played several games that are basically identical to this (naruto, one piece, fairy tail versions) and there are players that only are active during these kind of events and they are usually competing for top 1-3 in top ups so other players will eventually want to compete with them. They will never talk in chat or respond to pm's and are generally not active for any events and magically appear during top up events. Not saying that the players you mentioned above are the same but it wouldn't surprise me if they were. But as far as "value" goes, this event is as good as it gets for someone who is planning to get VIP 9-10 since you can guarantee all your gold back and get basically the best partners even from day 1.
