I am level 54 and Ichigo hasnt been released for me to get yet. Does anyone know why?

How long have u been playing? if it's less than 7 days it's normal, he came at day 7 gift pack, if not it's a bug again, we experienced the same thing in my server, first we did't get then they redo the same event to get it, wait for it;
