He's good for Both

Definitely best at PVE

But if you look at what he can do, he can also be deadly on PVP

I want Chinen to have him xD

you can always make him fast anyways

it's not like he's going to stay slow forever

It's just considering what he can do in PVP, that's where the potential is at ^^
