On the anniversary festival you can spend gold to get points and purchase her.
Plus you also get lot of high level stones in the process.

Is Anniversary going to be a frequent thing? I figured it was just for the game being out a year..

I have no idea about that.. I'm fairly a new player. You'll have to ask the veterans about it.
Though i've seen it already twice since i started playing (barely 2 months).
