PVP-Kazeshini by far, if you run dual stun combo jizo is an option.
PVE- Zabimaru for ES and ryoka and sometimes in hollow maps if you focus damage on assulters/supports. Tengen-If you are a stark lover. Or just enjoy having a hard wall in your formation.

Rest are good for the starting levels nothing more.

I lost damage when I used zabi over kaze in royka both bankai, was runnin a 1-3-1 since I have no other good support atm lol

but the #1 in my server runs a 1-1-3 and zabi is king for him and for events I think he runs 2-3
