yes,  i'd say below level 100 you should focus on pve.  i get $15 to $20 in free stones, 10 to 17M silver, thousands of souls and dozens of epic material chests a day from ryoka... just something to think of

B Renji is currently way out of my price range and TBH and as such I don't follow his prices.  However, in general, B renji is not the best bang for the buck in PVE.  Isshin is IMO, hands down the most important piece to 90% of teams I've ever seen in this game and is dirt cheap for what you get.  You can get him for 420 gold a week from the rent to own event (forgot what it's called ATM).  There are cheaper ways to get him, but he is probably half the price of B Renji at his most expensive and is amazing in both PVE and PVP.  The top 2 in my server do have B Renji tho, and both LOVE him, they payed about $1000 real dollars for him I think, but they got him during his debut.  Sorry I couldn't answer your question better than that, hope it helped anyway!!
