Personally I would go for TSI either way and get this t1 on track;
Battle Wise, a tactician or a pvp enemy can come up with a way to shut down your team, both assaulter and support either isshin, SWP tshiro, shini urahara, kensei, SWP or CSB Aizen. Either way it limited to shutdown Assaulter and support only unless someone like ikkaku is involved and the is faster than your tank or has t1.
My personal advice is to get TSI and make t1 so its does matter if he is faster unless his ikkaku has t1 too, but without that even thou you middle and back are shutdown like how she shut you down with that love letter,... you can still make a come back or even KO the whole team:
Demon: Aid-Rate middle and back, HOT, AOE.
TSI: bugged normal attk, Beast Tank, Silence Support, -25 attk pow for assaulter and BEASTLY AOE.
