= 390000 / 1300000
= 0.3

Converting decimal to a percentage:
0.3 * 100 = 30%

let's say your enemy have your same team but instead of rukia you have hiki :

hiki goes first and cast "inv" on all > rukia skills nothing happens > other partners > your van goes nothing happens to him > after 2 rounds > hiki skills and cast inv on all > rukia skills and nothing happen lol too easy to counter

i think there is something special there though she basically decreases the current hp not the max hp as you see  cz the 30% of 1300000 is 430k so she basically counted the 30% of the hp after her skill .

so if the enemy has let's say 12 hp left she decreases 3-4 hp every round XD
