Stones->Zanpakuto->Partner. thats the order you should focus imo

Well, the issue with stones is, that they do increase % wise on the base... even if I'd throw Tier 10+ stones on a relatively poor partner or use my Vanguard in PvE with my Zangetsu (-40%), I'd be severely handicapped compared to my enemy.

And with handicapped, I mean that I land notably behind him - especially in Ryoka, which also gives stones... because he 1 hits them and I dont.

As for being top-tier material, BWG is using them... so even knowing that there are tons of variables like BWG having Gear/Stones way outside of his opposition's reach, while my competitor is actually ahead atm, I don't think that the partner itself wouldn't be top-tier material (for now at least).

Edit: As for Hikifune: we both have her, he has the Tier 1 Mod because he also bought White Ichi from the Turntable... but the Server we're on is practically dead, so the DMG i do not do on Evil Spirit/Ryoka is his gain and vice versa.
