20 normal attack 45 special

can some one expllain to me the purpose of the special 45?
it states how much atk is needed per boss and its all a multi of 20 so there is no use in using 45? compaired to what it cost?

or am i making an calculation errror somewhere?
for example
boss needs 100 atk
20 atk norm is 5x
45 atk is 3 x which cost more vit?

There cant really be another ubp on us servers? We only just finished one T_T plus i need time to decide if im gna go for shini yoruichi or isshin before they come up

easy 150hp for ex. is 90(45+45)and 60(20+20+20)= 70 vit if you'll use only normal attack you'll use 80 vit and if you'll use only special attack you'll use 80 vit. so math is important to use in such things.

As far as I know the only one that is cheaper with the 45 attack is the final guy.  200hp = 45 * 4 = 180 + 20 = 200.  90 vs 100 with basic attacks.
