kiri came out exactly 35 days ago.
so shinigami agent would give 15 frags plus (5*4)=20frags for vip10 ie 35frags per day. so till today if he collects it would be around 35*35=1225 frags. which means he still needs 500 frags to get to 4th mod.

so if kiri's mod frags were not on sale, then i am not sure how he got to 4th mod. also kiri was not one of the 3 in any accelerate event so the chances of getting double frags also didn't arise.

you can get Mod soul fragments from events, quite expensive but it's possible
