Yes that is one partner with enough hit rate, against a partner who is not at all tanky. And Oetsu with the same amount of effort put into him as the ryuuken he's facing would EASILY squash ryuuken flat.
As for the hiki thing that's 100% irrelevant. This guy was asking about buying ryuuken to stack him. The point I was making was there a million partners that are better to stack for the same exact price. Ryuuken is a good partner, but he's absolutely eclipsed by other partner of the same exact price or cheaper. He's slow, he's not tanky, his gimmick is dodge which I just showed how easy it is to counter for anyone decent. He's just not worth it in the slightest thanks to the game's current meta. End of story.

guys even so a lot of people will have a hard time hitting him

how many people even have 180 hit rate  maybe at around 120 people will be able to not hit him without problem or if they have played for a year or so


how i think it goes on average

lvl               hit rate   

100             160 probably

110              180-220

120               250 or more

the really crazy people that wont have trouble hitting unless paired with nel

we need a thread about highest hit rates
also i dont know the posters level so if he/she is under 110 maybe he can get some use if he buys mods

but without nel at late 110 it will be waaay less effective
