Read this post and it will give you all the information you need to decide...
Coming from a guy who ran #GodStarrk, I would say Noz Kenny is better overall. Noz Kenny is more useful in PVE, hands down no contest. In PVP, Noz Kenny can be good (disbale VG, random silence, high dmg hit), but I would give the PVP edge to Starrk (can hit backline, regens, can't self-lose from skill loop), if their stats were identical. Starrk helped me beat people with 500k+ over my BP and 3-4 lvls higher in VIP. However, once you start getting up to the VIP9 and VIP10 range, and the 2+ million BP range, it starts to make a big difference both in the partner formations your facing, the amount of pure T1 partners your facing and the quality of their gear/treasures/hogyokus etc..
Here is whats going to make Noz Kenny better then Starrk for PVP, for the long-term. A lot things.
1) Mods: Lets take a look at Noz mods, he has a block mod, and a reflect/stun mod. Lets look at the reflect stun mod first which is crazy insanely powerful, just wait a few more months or so when some people start hitting that tier 5 mod and get a auto stun chance on their Noz Kenny - you don't really see it yet, because it takes a fuck long amount of time to get to mod #5 on a SWP partner. However, with the addition of exclusive skills and being able to get +200 universal fragments once every month, and also them adding free fragments into other events (current latern event I've gotten +60 universal fragments alone), it is becoming easier to get mods done quicker. Starrk does get that sweet 10% STR mod, which is one of the reasons he is even considered up against Noz Kenny, but this mod is not stronger then Noz Kenny's auto reflect stun, and his block mod which I'll get into next. Also, the Noz mod for increased crit dmg makes him even stronger in PVE and a bonus for PVP too.
2) Block: Then his other mod is a block cap increase, which lets be honest is one of the most valuable stats for a VG in terms of PVP, because their ability to block not only reduces damage greatly, but it does damage back. I have had my VG 5v1 the other team, when that team was >> me in BP, simply because of good block rate. Now the one of the problems you run into in the 2 million+ BP range / VIP8-10's is you'll start facing partners with 90% break defense rates, so you will start seeing the effectiveness of block fade some. This is where Noz really outshines Starrk. Starrk will cap out at 96% block rate, with MAX evolution. Noz maxes out at 119%. Now, lets take a bit further and look at Bond, Starrk can increase HP, dmg rate and a variable defense....Noz Kenny gets the same HP and variable defense, and another dmg based variable increase AND a Block increase. If you factor in Bond and Evolution, Noz Kenny's block rate maxes out at over 136% block!! Even when facing partners with max break defense, he will still reflect attacks frequently, and only partners who are far above then cap (100%+) will stand a chance at not being reflected at least 1/3 of the time. This reason, block cap, alone makes Noz Kenny a stronger PVP partner then Starrk. Granted it will take you months and serious dedication to get him to max Evolution and obtain SWP Ulq and bond fragments to get high block cap increase.
3) Exclusive Skill: Hands down, Noz Kenny blows Starrk out of the water with his new skill. Not only does Noz Kenny new skill 'fix' the chance for him to cause you to lose by getting stuck in a fossilized/fury/cant dmg opponent loop, his new skill is great. It still fossilizes the enemy VG, it still silences someone at random, it still hits hard, it still generates fury (but not randomly) and it even gives a 15% attack buff to your entire team, making it good for PVP and even better for PVE. What doies Starrk get? the ability to dodge a attack. To be honest, dodging can almost be a bad thing, because blocking is one of the best ways your VG can do damage, sometimes my blocks take out half the life of a enemy support, especially if their built like a glass cannon. Also, never mind the fact that Starrk loses his heal I believe with his upgraded skill. All around, Starrks exclusive skill sucks both for PVP and PVE and Noz Kenny's is amazing.
4) Evolution: At max evolution Starrk wins at offensiveness, he has a slightly higher combo rate, a higher crit rate, a much higher bonus damage and a higher hp bonus....Noz Kenny has x10 higher phys/kido defense, way higher block, higher immune rate and a higher aid rate. Heck Starrk gets +0 kido defense, whereas Noz Kenny gets over 10,000+. Might I also note that Kido defense is the most needed stat for a VG because they already have a naturally high physical defense because they are a STR based partner, Kido defense is harder to come by on VG's. Overall, Starrk has better offensive skills, in terms of PVE, but Noz has better defensive skills which relate to PVE.
5) Growth rates: Noz Kenny has a growth rate of 3.8 for STR, 3.5 for WIS and 4.0 for STA. Starrk has 3.3 for STR, 2.8 for WIS and 3.3 for STA. Starrk naturally has less Stamina, Strength and Wisdom which are the only 3 of the 4 primary stats that matter to a VG. Oh and lets look at Exclusive Skill, Noz Kenny gets a max bonus of +0.48/+0.48/+0.6 for STR/WIS/STA, and Starrk only gets +0.36/+0.36/+0.6, so he loses on STR/WIS, again.
6) Zanpakuto: The go to choice for a VG centered team for a zanpakutoi is Hyorinmaru (he's super cheap to buy and has been in multiple vitality events). Now there are a few other good VG zanpakuto's, like Senbon or Tensa, however if you look at their skills they give no bonuses to Starrk or Noz Kenny. Now Muramasa, which is a popular Zanpakuto at the moment because he was in UBP, does give Starrk a bonus at lvl 50, but Muramasa gives no other defensive bonuses nor does it give natural good bonuses to VG. So, Hyorinmaru remains the best Zanpakuto when talking about Noz Kenny or Starrk. And if you review, the ability that Hyorinmaru gives at lvl 50 (and lvl 100) is just crazy stupid good for Noz Kenny. He gives Noz Kenny his own regen every single round, which scales with how strong your VG attack is. Starrk, gets nothing.
So lets recap here, looking at the long-term, Kenny has way better PVP mods, much higher growth rates, better defensive Evolution, a better upgraded skill, and has more of a centric focus around defensive/VG type stats like block/counter/aid rate etc. Starrk is a fantastic VG, and if your a VIP0 he is the best VG in the game. Also, from a zanpakuto standpoint, much easier to complement Noz Kenny then Starrk. Compartively, Noz is the best VG in the game. Sure there could potentially be better ones like Ichibe or True Shikai Ichigo etc., assuming you are a VIP8-10...but to be honest, if your a VIP8-10 or your running those VG's it is likely that you are running some crazy support like Bankai Rukia or Hikifune or a crazy Assaulters like Ywach or Mugetsu, and if that is the case you def. are not focusing your efforts on your VG you are focusing on one of those power houses, therefore all of these expensive VG's are the same because you're going to likely invest into them only enough to make them a viable tank, whereas Starrk or Noz Kenny you can invest in and center your team around...and between the two, Noz Kenny is a much, much better option, especially long term.
