lol seiryu my friend wants to  know if toshiros worth getting from ultra hero since I'm not vip privelegded enough I thought id ask some ones whos vip.also i really am not the best person to get advice from lol

and what lvl is he , noza is pretty better if he gonna get somene from ultra hero let it be hyorin or shini urahara (or yoru) so far if he doesn't have a special zan , sogyo or hyorin will do the best for him

If he's worrying about vanguards he should definitely go for hyorin. As long as he's high enough vip to get noza then noza should be the vanguard he works towards getting
