Ugh, okay I really didn't want to post the answer here. But just because OP was an asshole doesn't mean everyone else should just be left hanging so I guess I'll do it anyways.

The issue all of you are running into is because there's a discrepancy between the event locked time and the coded event purchasable time. If you look at your clock under your character name you'll notice the time listed is 20:00 or thereabouts. This means it's 8:00 pm in your server's time. However as we can see from the event description:
The actual time that purchasing is available at is 9:01 pm, or 21:01 server time. Also, before someone says that they can't see that on their event description, you have to put your mouse over it and scroll because the box isn't big enough to fit the entire message. I first noticed this issue a long time ago, so the next day I checked around for details and found all of this. Basically, people don't pay enough attention and then freak out when things don't work right away for them. I get it, no body wants to miss out on a good deal. But it's usually better to stay calm and analyze the information given to you instead of posting on the forum and then acting like a dick when you dont' get the answer that you want right away. (This last part is directed at OP, not at you Shaffney)

But now it is misleading with the purchase time when it arrives. It arrives at 20.00 bleach time, after ryoka I couldn't buy it ( 20:45 )

Yeah I'm from the merge of US 117-122. I've checked it on my EU account as well though before just to make sure and it's the same there. Unless they changed it this round of events. But that would be strange since it's still the same in the US servers.
