so the debuff he does can remove Mutilate ? so basically B.rukia/Oetsu counter or i'm missing something here

what means 1% rate?

the shield has a rate of 1% of mayuri's atk/current hp/max hp (does not absorb dmg)
if you don't do that dmg the shield stays
