That's because you have to be out of your guild before it will work. It's the same with clan change card. If you don't leave your guild first then it'll bug and just remove you from guild without changing your clan.

Well I have not personally used it since I have absolutely 0 desire to change clans, however I do know that the clan change card works the way I described above.
