Yes, it is about a 20 lvl difference but the lvl 100 set if it is fully spirit forged and infused is a little bit better, i would recommend switching the lvl 80 set to your VG if you have a set worse than that on him because of the extra Stamina boost.
There is a 3% difference in damage rate boost as well, but this won't matter for VG's


The 100 set has not been spirit infused properly yet as i am focusing on my kirinji atm, but this is the difference

Relampago is the better item set if you want to deal more damage

3% of your damage or atk or whatever, is gonna be larger than the 400 attack the new weapon set gives, or a couple of thousand more
