The 1000 fragments are, IMO, the most obvious and best choice.

They are not the best choice(as the level increases, the exclusive fragments keep on increasing as you know so you can't really use the 1k frags to get much higher than 7-10 levels for event partners and neither others).
The Universal Modify fragments on the other hand, could you useful if used correctly, as they are 200 in number and event partners do need the frags to get modded.
The red hogyoku fragments could also be very useful, probably more than 3k ex frags.

Well most of us already have the mods we want on the partners we want them on. A lot of us already have a few red hogyokus and personally I'm saving till 2000 to get one of the high end red hogyokus, 300 isn't going to help me pretty much at all get to that. On the other hand, with the exclusive fragments, 1000 fragments saves me almost two months worth of saving them up. I can slowly work towards the amazing skills that some of these partners have meanwhile extremely boosting the base stats and growth rates.

With 3k frags I could upgrade my Senju 10 times at the moment. That's like 15000 to every stat before mods and such, that's fucking amazing. With that many fragments I could give my Unohana 20-25k more attack, all of which helps me a lot more than 900 red hogyoku fragments and 600 mod fragments.
