Best to me is a singular word.
"Best" is a word that does not imply an amount, it can be used as to describe both a singular entity, but also several entities, for example:
"The best partner is Yhwach" would imply 1 partner that is the best partner, but
"The best partners are Yhwach, Hikifune, B Renji and Ichibe" would imply several partners that are better than the rest of the partners not mentioned.
Best does not describe an amount, it is the word after best that describes it.
In this case, those words would be: "is" and "are", but if you are asking a question you would move the position of those words: "What ARE/IS the best partner(S)"
Thus the term: "Best AOE partners" would be several partners but is not a complete question, the correct question in this case would be:
"What are the best partners" or "Who are the best partners" if you see the partners as living human-like beings.
