140 should be tier 7 at LEAST, if not 8. They should really go back and change the levels a bit now with 11 and 12's out.

It was obvious 12 was red though, the border on it was red and that seems to have signified the characters that can use it for other tiers.

Is it normal I can't upgrade my lvl 11 to 12 in the current Hogu event?

my god plz send me the address of the guys who think 6 tier hogu for lvl 140 trials are acceptable ...

Maybe that's all they had at the time they made it...?
