thats not how it works. lets say you have a 7 star Zero Division Partner (which is 6160 modify fragments) now you can use 500 gold option to get 80% (4928 universal modify fragments) back. but your partner will lose all of his stars.

all gold partners, include free ones. and no the partner doesn't need fully modded
