That is the 3rd conquest tab not yet activated. Reincarnation. Just another thing for you to remove experience while making your main/partners stronger. However your main needs to do it before you can do partners I believe.

so, you can drain XP off unused partners and reallocate it to used ones?

No for my understanding you lose like 300 mil experience, get a cool looking lightning effect to them (based on how many times you do it I think color changes), and you get to keep the stats and possible to pick up a special stat as well (1 of 3 I believe).

Edit: Same system as Naruto so maybe read up on that but not entirely sure how much will change when added to Bleach Online.

Pretty much but you also get a special stat that can add some pretty nasty effects, not sure on exactly the full list of those but someone did post not too long ago about it in a rough form.
