Yeah with mods and evo.

You cant mod main character and evo will not give you that much crit or maybe it can in the future but noone is that far yet. Only way to increase it, is through bond. That way you can get it pretty high.

Main evo upgrades alot, it's base % (when you just unlock it) is 1% already, but are you sure they do not have a crit bond too?
If so the person became extremely lucky with their main evolution, and yes, you can upgrade alot of crit through it

Would help if you post his full photo that shows his partners and such. However in general for that amount of critical. High level stones (even with low to mid vip levels you can focus and stack), Bonds and also Main character evolution which unless it's your character you can't see so, he might just be lying and saying it is low? Also, does his gear have critical refines? Forgot to ask (reason for edit)...Is he using by chance the Triple Crown Champion title because that adds a flat 20%.
