That's really for you to decide. Are any of your partners T1? You could spend on level 4 bundles to get at least 1 partner done, keep gold for agent renewal. Save it for a rainy day when they release a partner you can get for that amount that you really want. Would suggest buying a protection stone though for your level gear if you plan on using it for awhile (depending on your level) as it helps and is always a good investment.
