Is a slow T1 Rukia worth it?

sure she gives fury but being the slowest will mean her skill might just take like 2/3 rounds for it to be put into use (a.k.a make your partners skill in a round when they shouldn't) ^^

Yes, but I was debating whether or not make rest of the team slower than her, so the T1 would work :/

IMO.  T1 your Rukia, put your best speed stuff on her and yama.  Have yama be slightly slower than Rukia (run a few test fights, make sure she goes first) stack yama with fury stones till Rukia T1s him.  combine stuff for yama to make him as strong as you reasonably can.  really the other 3 partners on the field will be only for pve and cleanup in pvp, so speed on them is really not needed TBH.  Once you get Kiuske's final mod, move your stuff around to do the same thing with him that you did with rukia (slightly faster than yama) any extra fury stones you get, stack on your next strongest damage dealer, ect...

in PVP it would be a horrible drop, especially when Rukia can't really become so fast in the first place, so your partners would just become much slower :/
