The engine this is made on is called RPGMaker MV.
The previous version was RPGMaker VX Ace

I've been using it for over two years now.
It's easy to use, and it provides a lot of script manipulations, but you can also use it without any programming knowledge. But if you want some unique things then you might have to look for some scripts.

Trust me though even though it's super easy to use the learning curve is very large. Heck I'm still learning some of the knicks and knacks of how it works.
