res ulquorria evos slightly better and has a better PVE skill...  however...  Yama mods MUCH better, in fact, his mods will greatly help in PVP, Hollow Soul, and in many of the Void battles, and with GodVangs (His +25% break def will help crush god Noza with that insane ~140% block rate) and Yama also mods to boost all your manic blades speed, very nice if you put him with a premium assaulter, or even Tosen or Byaukua (to throw you F2Ps a bone there).  On a different note tho, Ulquorria does bond easier and cheaper as ulquorria bonds with mostly HMA partners, and Yama bonds with $$$ partners...  yama's bonds are slightly more defensive and ulquorria's is offensive (damage rate vs damage immune)

his last mod is not break its combo its a bug if you notice the name of the mod its the same as any combo mod

for VIP5 and higher, i have changed my mind set here...  If your going for Noza, Res Ulquorria is without a doubt the smart choice, as he bonds with Noza, so you will be getting him anyway, why not use him as he does seem mildly better than Yama...  plus with a God-Noza, your probably running Hyorin, and therefore, your assaulters won't be your PVP butter, and Res is hands down better in PVE...
