as long as they're T1 and get to hit with their skill, doesn't matter about their speed since it's their free round to attack without getting hurt, so Kisuke's always an option

im close to t1 shinso
just need his last evo, and now im getting evo read for hiki (get insta lvl 9 evo to avoid doing it after gettingher)

Otetsu would help with stacked partners (expecially stacked vangs), with or without Murmasa, of course Mura would help him,  Hiki would help more with foes without a hard stacked partner

if you able to get full mod, I say oetsu. Ignores Invincibility + gives speed to others and insane attack boost.
hiki is noob stomper. get pure t1 oetsu

If u can get them all, Kukaku can boost Support and Assault kido defense by 100%. And Hiki boost att by 50%. Totally, oetsu is the best assassin in the team. as if u face someone that is faster than u, u still survive and counter att.

I approve of this choice of getting "Sexy Kukaku" aka Kukaku Shiba, as expensive as the character is.
Edit: Oh also i'd get Hikifune. Oetsu is such a boring character. Then again I choose based on characters I like rather than effectiveness ingame.
