Yes it is good, but it's not very good for pve as Noza . It is an excellent vng if your focus is strictly pvp . Debuffs are wonderful and gives great headache to the opponent.

i need the top vanguard for pvp i dont know the better and for pve i think use noza

Ichibe needs his 5th mod to be good.  He needs both hp mods and the defense mod.  I plan on getting Noza for the double block synergy he will get with Mayuri and Delicate Yachiru.
