Why can't we just have it so it can be done at anytime like alliance war

nah, its best to have a fixed time

Alliance war you can actually do solo and do not need a single other person to have

Whilst Alliance Blood Battle, you need an opponent for, and having a fixed time for the hour(s) allows players to get ready and actually know when to enter that event

if it was anytime, i'd like to think no-one would find an opponent until they kept calling for one through the announcement, but this would happen with every individual on the server ^^
